Bannen is the reeve of Brighton. That doesn't make him any less of a cannibal.
When Cael Greybeard came to town to tell tale of The King in Yellow, everyone went mad. In Brighton, one half of the village decided to eat the other half. Bannen led the cannibals and then pretended everything was fine when the Moratavia bailiff, Vlad Martell, showed up to investigate.
Bannen, along with everyone else in Brighton, is dead, after an aborted attempt to add Player Characters to the menu.
