The real Brock Wallace was the head of a prosperous merchant family of Freeport. The Wallaces made their fortune securing numerous trading contracts with important cities on the mainland. Brock was elected to the council nine years ago in return for his support for Milton’s Folly. His contacts on the mainland provide much of the materials for the lighthouse project.

But then Brock was killed by a ssanu named Gorn, and Brock's been much more compliant ever since.
