Octavius was the local prefect for Vestalanium. He was also a member of the Brotherhood of the Yellow Sign. In order to gain the position, Octavius decided to take an Unspeakable Oath to make him more popular. Never believing that the Unspeakable One would call in its favor, he politely tolerated the insane machinations of the other cultists but never believed they would pull it off--he certainly didn't plan to let Vestalanium fall into the Unspeakable One's hands after he had worked so hard to gain his position.
The first part of the Unspeakable One's invasion was to call in the favor, transforming Octavius' body into a vessel for its arrival. Once Aldebaran appeared in the night sky, Octavius' body disintegrated into a pool of flesh.
