Verlaine is the worst kind of villain: the unwitting dupe who, through his sheer personality and greed, furthers the ends of a much more dangerous villain. Verlaine doesn't try to be evil...he just furthers evil by being a big jerk.
Verlaine played perfectly into Milton Drac's hands; he completely underestimated the ssanu threat and treated the whole incident like so much irritating claptrap. Of course, the fact that Verlaine was making money hand-over-fist thanks to the construction of Milton's Folly certainly had much to do with it. While Verlaine was counting coins, ssanu were using his own home to transport enchanted bricks from their blasphemous temples.
Eventually, the Player Characters actions made Milton decide that Verlaine was too much of a liability. So he hired Jesswin to murder Verlaine and then plant evidence to blame it on the PCs. It didn't quite work out that way, however. Jesswin was interrupted, but not after she slit Verlaine's throat.
Thus ends the tale of the only snake in Freeport that didn't our to be a ssanu in disguise.
